He is a California registered professional engineer (civil), an Oregon registered professional engineer (environmental), and is a California Department of Pesticide Regulation licensed Pest Control Advisor.</FONT></div> <bR> <div> <FONT SIZE="4" COLOR="#006600" FACE="Arial" ><B>F</B></FONT>or over 16 years, his familiarity with the behavior of chemicals in the environment has allowed him to predict environmental fate and transport, assess human and ecological health risk, design programs to control and mitigate their impact, and communicate these facts to regulatory agencies and the public.  He regularly gives testimony to the SWRCB and works closely with SWRCB and RWQCB staff on permit compliance requirements.  His projects have been reviewed and gained approval from regulators from San Francisco, San Diego, and Central Valley Regional Water Quality Control Boards, EPA Regions 9 and 10, Oregon DEQ, Washington DOE, CalEPA, and various county health departments and agriculture commissioner's offices.  E-mail him at <A HREF="mailto:blankinship@envtox.com" TARGET="_top" TITLE="mailto:blankinship@envtox.com"><U>blankinship@envtox.com</U></A>.</div> <div>  </div> <bR> </td> </tr></table></body>
